Eligible ratepayers can borrow up to $20,000 at 6% from the regional council and repay this over 10 years by way of a voluntary targeted rate (VTR).
This programme complements the current Heatsmart programme that subsidises funding for the replacement of domestic wood burners. Voluntary Targeted Rate - To access the funding, homeowners / ratepayers need a good HBRC rate payment history, and no existing voluntary targeted rate (VTR).
VTRs can however be combined to include the balance of a previous VTR into a single VTR (one per property) working as a sustainable homes combination up to $20,000.
